Yes, for multi-user or source-code licenses (the discount depends on the nature of the license sought). For the low-cost single-user single-machine licenses there is a small discount for buying both together. This discount is available to everyone.
Simplest way is to buy as many single-user single-machine licenses as you need -- the overall price would still be quite low. However, if you need many licenses (say, more than five), you can email us and we can offer you a volume discount (depending on how many licenses you want). Once you agree to the price, we will prepare a customized license for you and arrange for you to pay online using your credit card and directly obtain the multi-user license.

Here is a general scenario: You first buy a single-user license and satisfy yourself that the software is what you want. Then, you email us your requirements. We give you a price quote. If you are satisfied, we draft a license and a contract. We email these to you. You review it and we both converge on a final license and a contract. Everyone signs the contract. The contract is executed -- you pay us (either online using a credit-card, or a direct transfer to our bank account in USA or Australia) and we email you a zip file with the source-code. The whole process can take place by internet communication (and fedex of signed contract) and can be quite rapid. We follow up with you to make sure you are able to compile the code and verify that the code works as per the binary executable you have already used.
We like to develop an on-going relationship with our customers. Furthermore, all customers will have access to newer versions of the programs licensed to them and will be informed of any bug-fixes or upgrades. They can get other software licenses at reduced prices. We can also provide additional services at discounted rates.
As mentioned in the RIKTEXT documentation, the main difference between the two is their scope of application. RIKTEXT is customized for text categorization (2 classes only -- documents belong to a category of interest, or not) and thus efficiently handles extremely large number of features. RIK, on the other hand, can handle a larger variety of classification problems, such as those with multiple classes, missing values, or real-valued features. It can also generate rule+linear mixed models. The data formats of the two programs are a bit different as well -- although it is not too difficult to convert between the two formats. There are other minor functional differences.

Note that the CLASSPATH must include the path to "tmsk.zip" as well as the current directory.
